hold investment festival - stil in beta ?

If you try to hold a festival you get an error about beta testing:

"Disabled! Please wait a few days for beta testing"

I think that bashar is still gathering data to know how well the requirements are set for the Baron title.

And no, I have no idea when this will officially be implemented, only he knows that.
