whats the highest exp of spy commander?

i currently have two lvl 10 spy commanders..

one at 170k+ and one is at 150k+

More than that exp, does count after level 10 in determining the success of spy missions.

The difference between the exp of commanders is taken into consideration in spy missions.

So a commander level 10 vs a commander level 10 with more exp is better the one with more exp.

I'm still wondering how I fail and some folks win against me when I have 2.507.503 exp on my commander o.o

it has a max limit on the bonus.
attacking with a commander with exp 1000 vs 1 exp it is the same as attacking with a commander with exp 100000000000000 vs 1 exp.

Probably you have max bonus on the diff between commanders exp, but fail at other stuff including luck which plays a part in the formula.

first commanders are checked against their specializations and get a nice exp boost if the mission is their primary specialization.
the best defending commander is chosen after some computations.

15% - diff between research spy and antispy
$Ctf_sl=round(15*$level_spy_research/($level_spy_research+$level_antispy_research));

15% - diff between hero skill spy offence and spy defence
$Ctf_d=round(15*$hero_offence/($hero_offence+$hero_defence));

15% - diff between commanders exp
$Ctf_c=round(15*$exp_com_attacker/($exp_com_attacker+$exp_com_defender));

15% - diff between overall spy offence vs antispy defence
$Ctf_od=round(15*$offence/($offence+$defence));

40% - luck(it is just a random number between 0-40 no connection with hero luck (not yet - couse u gave me a greate idea to incorporate hero luck in this formula))
$Ctf_l = rand(0,40);

if($Ctf_sl+$Ctf_c+$Ctf_d+$Ctf_od+$Ctf_l<$mission_difficulty) return 1;
else return 0;

This is just the formula for determining if your spies will enter the enemy kingdom, not necessarily the success of the mission.
