Spy Mission - Tech Raid

Suppose I'm trying to steal some technology from an enemy but my levels of research's are all above my enemy.

Now I get :
Spies sent on spy mission Tech Raid.
nr spies lost: 0 out of 66 sent
Mission Failed

I think this should be a success (if my spy level are greater then my enemy) but the message should be changed to :
"There's no technology available to steal!"

Agreed.

However, the message should still be a failure tough because you didn't manage to steal anything.
