increasing population per turn

when i go to the population screen i can't build any of the population upgrades it says 0/0 but i have 42 available population.

2/4 means you have 2 from 4 available
0/0 means you have 0 available

To increase that limit you need to have a greater hero level.
The limit of how many upgrades you can have depends on the hero level. Higher it is more upgrades you can have.

ok thx i just lvled and it worked but wasn't i supposed to get more skill points to use once i hit lvl 2 i didn't get any points and nothing changed

there are 2 kinds of points.
Points to put on your attributes (strength, agility ..) and Skill points to put on your skills.

You only receive points to put on your skills.
