how is this not enough?

Hm I do not understand your question.

Are you trying to build 1 house, or 99 at the same time?
If you want to build 99 at the same time, well that is probably not enough, the prices go up after each house that you build by a certain amount and I have to pay the following for 1 house;

Wood:4,285,226
Stone: 4,285,226
Gold: 1,714,090,449gp.

I do not know the calculations, but if you want to make 99 at the same time, that is most likely not enough.
Your best bet would be to build just 1 or a few at a time, like 5 or 10 or something.

But if you just want to build 1, did you tick/untick the box for "Use Bank?(no extra charge)"
